The fiscal year 2013 tentative budget includes $82.4 million in operating-fund revenue and $81.8 million in operating expenses.
The tentative District 86 budget for fiscal year 2013 currently on public display shows s a “slightly” surplus budget, Superintendent Dr. Nick Wahl said, as it estimates the district will take in nearly $600,000 more in its operating funds than it will spend during the upcoming school year. Wahl pointed out several times during the District 86 Board of Education meeting on July 16 that the budget that board members approved unanimously for posting was indeed tentative, and will likely look different when the board sees the final version in September, after an independent audit of the district’s fiscal year 2012 finances is complete. “Between now and the final adopted budget in September … things will change,” Wahl said. The tentative …

Trustees debate hotel marketing dollars before unanimously supporting proposed budget.
Burr Ridge trustees unanimously approved a $16,797,345 budget plan for fiscal year 2012-2013 after a public hearing that generated no public commentary. Although the budget was unanimously supported, trustees debated $75,000 of the $439,620 in the hotel/ motel tax earmarked for purchasing billboards advertising Burr Ridge hotels. Trustee Bob Sodikoff rehashed a debate from the economic development committee. He and Trustee John Manieri argued the use of billboards was not an effective way to market hotels in the village. Manieri, who attended Monday’s meeting via telephone, said when he travels for business or vacation he has hotel reservations before setting out. He said billboards advertising hotels do not generate many reservations. But…

The $16,797,345 spending plan contains a budget surplus due to higher sales taxes in October.
Burr Ridge trustees are set to adopt a $16,797,345 for fiscal year 2012-2013 following a public hearing on the spending plan during the board’s regular meeting Monday night. The new budget is $633,645 greater than last year’s budget, according to a budget message from Village Administrator Steve Stricker. He said the new spending plan is balanced, but warned that revenue growth is still slow. “Although I am optimistic for the first time in many years regarding the possibility of sales tax growth, it is still too early to know for sure,” he wrote. “In addition, it should be pointed out that we project that the new 1 percent place-of-eating tax will generate approximately $200,000 in revenue with 25 percent to be placed in a new special …

Associate superintendent Mary Ticknor said that could change as next school year gets closer.
It’s likely that District 181's staffing levels will be different next school year than they are currently, but whether the changes will equate to a bigger or smaller staffing budget is not yet certain. District 181 could shave as much as $184,000 off the staffing budget in the 2012-13 year and add as much as $717,000 depending on the number of contingency positions administration needs to use when next school year arrives, according to a presentation made by associate superintendent Mary Ticknor Monday night at Clarendon Hills Middle School. Ticknor presented to the board of education at its Committee of the Whole meeting a preliminary look at the district’s staffing needs in 2012-13. While the district currently plans on recommending an …

Legislator makes rare public address at Elmhurst College Government Forum.
Illinois House Speaker Michael Madigan said the state has a long way to go to get out of its current financial hole. However, he said legislators made a good start last year by cutting Gov. Pat Quinn’s proposed budget by $2 billion. Madigan made a rare public address to a forum at Elmhurst College and outlined some of the fiscal challenges facing the state, but he offered few election year remedies. Tuesday’s event was the fifth annual governmental forum held at Elmhurst College. Madigan used broad strokes to outline some of the economic concerns facing Illinois, including pension reform, state budget, workers compensation, unemployment and educational reform. Madigan, a Chicago Democrat, said addressing the state budget is the most …

School board members approved a surplus budget this week, but not without the usual back-and-forth.
Residents of Hinsdale Township High School District 86 can now review highlights of the budget for the 2011-2012 fiscal year on the district’s website. The same presentation that was presented to school board members Monday night by business manager Jeff Eagan is available under the documents heading on the business office page. The board voted 5-2 in favor of adopting a budget that anticipates $82.8 million in revenue and $82.6 million in expenses. Dianne Barrett and Dr. Richard Skoda were the only board members to vote against the budget. Although the overall budget projects a surplus of $174,000 for the fiscal year, Barrett expressed worry about a deficit in the education fund estimated at $456,000. “I’m still concerned about the ed …

An audit of the village's finances showed a balanced budget for 2011.
Burr Ridge officials received good news in its annual audit, which was presented to the board Monday night. “Once again we have a clean opinion on the 2011 audit,” said Dan Berg, firm partner with auditor Sikich. “In general, the village did enjoy a good year financially, especially in light of this economy.” The Village Board accepted the audit report at its Monday meeting, and the document will now be available for review by residents. Village Board members noted that as promised, the village had a surplus and a balanced budget. “In these tight times we still were able to balance the budget,” Village Administrator Steven Stricker said. According to the audit, the village’s general fund balance as of April 30 was $4,096,397, a decrease of…

School officials estimate a budget deficit of $400,000
The Pleasantdale School District 107 Board of Education Wednesday approved a $12.9 million budget for the 2011-2012 fiscal year without dissent. District Business Manager Catherine Chang outlined the highlights of the budget during a public hearing. She said expenses are projected to increase by 2.9 percent from the previous fiscal year. “Salaries and benefits together comprise more than half the operating expenditures,” Chang noted. The district expects to spend almost exactly $3 million on teacher salaries, a figure that does not include expenditures for special education teachers and aides, early childhood salaries, summer school teacher salaries, and a variety of other salaries related to instruction. The budget forecasts that revenues…

Superintendent says the deficit was not unexpected, but expects the shortfall to be offset by existing fund balances.
Even though the $13.5 million budget for 2011-2012 shows a projected deficit of nearly $72,000, Gower School District 62 officials are not worried. “Our history has said we have not run a deficit since 2003. We build fund balances,” Superintendent Steve Griesbach said Tuesday. “So my bet is we will end the year in the black.” Griesbach presented the budget during a public hearing Tuesday night. No members of the public spoke. Later in the evening, the Board of Education unanimously approved the budget. The budget shows $13,489,778 in revenue and $13,561,564 in expenditures, leaving a difference of $71,786. The deficit is not unexpected, Griesbach said, as additional dollars were allocated for professional development, resources, software …

The board and the teachers' union are still locked in a negotiating stalemate, so expect another lively public comment session.
The Community Consolidated School District 181 Board of Education has a Committee of the Whole meeting Monday night at Monroe School, where a public hearing on the district's proposed fiscal year 2012 budget and another blue-clad teacher crowd could turn up. The board has yet to come to an agreement with the Hinsdale-Clarendon Hills Teachers' Association (HCHTA) on a new teachers contract. At the board's Aug. 22 meeting, several hundred district teachers donning blue shirts cheered HCHTA President Justin Horne as he outlined the union's proposal, which would ask for only step increases in the first year and a 1.75 percent raise plus step increases in year two. At the same meeting, Board President Michael Nelson made public the board's …
